What the PISA results measure

Estonia was one of Europe's strongest education systems in the OECD's 2022 Programme for International Student Assessment. Its 15-year-olds averaged 510 points in mathematics, 511 in reading, and 526 in science. The OECD average was 472 in mathematics, 476 in reading, and 485 in science. Estonia belonged to the global top group in science and shared Europe's leading tier in mathematics and reading.

PISA does not test whether students remember one national curriculum. It samples 15-year-olds and asks how well they apply reading, mathematics, and science to unfamiliar or practical problems. Estonia's 2022 sample included 6,392 students from 196 schools, with tests taken in both Estonian and Russian. Like every sampled assessment, the results are estimates, not a perfect ranking of every child or school.

Strengths and unfinished work in Estonia

Why does Estonia perform well? The safest answer begins with observed features rather than a national myth. Estonia's education ministry reports high student belief in a growth mindset, a relatively strong sense of school safety, readiness for self-directed learning, and significant teacher autonomy in curriculum and school management. These conditions are consistent with good learning; PISA alone cannot prove that any one of them caused the scores.

The system also showed resilience. Estonian results declined between 2018 and 2022, as they did in many countries during the pandemic period, but the fall was smaller than in many participating systems. That is an achievement worth studying, not a reason to declare the country finished with reform. The ministry identifies growing shortages of qualified teachers and a stronger effect of socioeconomic background as current challenges.

Language and place reveal another unfinished task. Students in Estonian-language schools performed better than students in Russian-language schools. Results in small-city basic schools fell, while rural schools remained strong. Estonia's transition toward Estonian-language education may improve common access over time, but it also demands teachers, materials, and support so that language reform does not turn existing gaps into permanent ones.

Lessons from other European education systems

Other European countries add different lessons. Ireland performed statistically as well as Estonia and several East Asian systems in reading, although the OECD marks Ireland's estimates with an asterisk and advises caution in comparisons. Finland performed as well as Canada in science. Czechia, Denmark, Estonia, Finland, Ireland, Poland, and Sweden were all among the EU systems above the OECD average in mathematics, reading, and science.

Those systems are not interchangeable. Denmark stood out among higher-performing systems for relatively small variation in mathematics and low reported mathematics anxiety. Finland's science performance and student life-satisfaction remain notable even after score declines. Czechia, Poland, and Sweden demonstrate that above-average results are not confined to one Nordic model. Europe should compare mechanisms—teacher preparation, early support, curriculum, vocational routes, autonomy, assessment, and equity—rather than copy a flag.

The asterisks and uncertainty matter. OECD tables mark some systems where one or more sampling or technical standards require caution, and differences between close mean scores may not be statistically significant. PISA itself warns that social and economic context matters and that exact rank order is often impossible. Responsible pride says Estonia is in Europe's leading group; it does not manufacture a precise medal table from overlapping estimates.

Estonia's most useful achievement is that a country of about 1.4 million people has sustained broad, internationally strong learning outcomes in a public system. It shows that scale is not destiny and that teacher judgement, student agency, basic-school quality, and national attention to evidence can coexist. Its challenges show the other half of the European lesson: success creates a responsibility to find the pupils and schools the average still hides.
